Click-to-update application to newest version (DUV-15)

Adding a launcher that does Just-in-time checks for new versions. If found user will be prompted whether to update or not.

Create launcher project
Create launcher prompt
If user declines, mark the declined update in mainsettings to prevent asking again
Add "check version" to Settings so that user can update declined update
Create online repository (simple http based)
Implement launcher upgrade logic
